      Case building time will start after motion launched, so preference motion have to quick done

      Its use Asian Parliamentary System which POI allows, for substantive speaker 6’20”, and replay speaker 4’20’’

      No impromptu motion

      There are 3 preliminary round and final round, consist of; quarter final round (if 16 teams), semifinal, 2^nd runner up final, and Grand final (the winner & runner up).

      The motion will reveal roughly 30 minutes before the debate.

      It is preference motion; the teams discuss preferred choices separately. Number the motion in order of preference (1-most preferred, 3-last preferred), write down on a piece of paper and then give to LOs.

      LOs compare preferences:

a) Third-choice motion is automatic veto;

b) If both teams’ first-choice motions are the same, they debate upon that motion;

c) If both team’ first choice is difference, LO will toss a coin. Affirmative representative calls and if calling correctly, teams debate affirmative first-choice; if calling incorrectly, teams debate negative first-choice.
